Energy Management System (EMS)

The Energy Management System (EMS) project team will implement the necessary changes to the current ERCOT EMS and Outage Scheduler to support the nodal program, and to implement the new renewal production potential (RPP) function.

The scope of the project includes:

  • Upgrading the ERCOT EMS to the latest version including all nodal modifications;
  • Implementing a new nodal Operator Training Simulator (OTS);
  • Managing the transmission grid operations in real time in the ERCOT system;
  • Controlling the frequency in the ERCOT interconnection;
  • Directing the physical operation of the ERCOT grid;
  • Dispatching ancillary service in ERCOT;
  • Performing actions to prevent emergency conditions, and restore from them if they occur;
  • Performing operational studies to assure resource adequacy in ERCOT;
  • Accepting, approving or rejecting outage schedules for maintenance repairs, or construction of both transmission facilities and resources in the ERCOT system;
  • Producing mid-term and long-term load forecasts to serve operations and planning objectives; and
  • Performance monitoring and compliance with ancillary service instructions.

The Energy Management System will deliver:

  • An upgrade of the EMS vendor platform;
  • Implementation of State Estimator standards and monitoring;
  • A State Estimator topology consistency analyzer;
  • Forced outage detection;
  • Contingency analysis;
  • Outage coordination studies;
  • Voltage VAR support tools;
  • Transmission constraint manager;
  • Dynamic ratings enhancements;
  • Network analysis support tools;
  • TSAT/VSAT enhancements;
  • SCADA enhancements;                   
  • Upgrade of operator training simulator to new platform;
  • Load frequency control resource limit calculator, ancillary service capacity monitor, ancillary service performance monitor and ancillary service deployments (responsive, regulation, etc.); and 
  • An RPP application.
